Behavioral Health Services Director

Rooted in partnership, equity and integration, Integrated Community Services (ICS) connects more than 400 people with disabilities to jobs, homes and community. Our mission is to forge partnerships between people with disabilities and our community to create a diverse and inclusive place for us all. 

Our community-based Behavioral Health Programs promote stability and well-being as part of individuals’ broader treatment plans through County of Marin’s Full Service Partnerships. We do not currently provide therapy or psychiatric treatment. 

As Behavioral Health Services Director, you will provide licensed oversight of behavioral health services for individuals with complex needs, including co-occurring conditions such as housing instability or justice system involvement.

This role requires experience supervising teams and working within Medi-Cal funded systems. You will ensure services meet Medi-Cal documentation and billing standards while maintaining clinical integrity and advancing accessible, person-centered care.

Reporting directly to the CEO, you will partner with the COO and the Directors of Employment, Living Skills and Case Management to design integrated services that reflect disability justice principles and foster hospitality, accessibility and belonging.

This is a full-time, 40-hour per week position with a salary range of $130,000–$150,000 per year, depending on experience.

DUTIES

Organizational Strategy & Leadership

  • Represent and advance ICS’ mission, values and commitment to disability justice.

  • Participate in management and strategic planning meetings.

  • Collaborate with the leadership team to support mission-centered decision making and organizational culture.

Clinical Oversight and Compliance

  • Ensure services align with individuals’ Full Service Partnership (FSP) treatment plans and service definitions.

  • Ensure compliance with Medi-Cal documentation, billing and audit standards and lead ongoing quality improvement efforts.

  • Serve as the licensed documentation approver of record for Medi-Cal funded services, reviewing and approving staff submissions in required timeframe.

  • Conduct routine documentation review to ensure clinical relevance, person-centered framing and alignment with service requirements.

  • Provide coaching and training to staff to strengthen documentation quality and service integrity.

  • Serve as subject-matter expert on Medi-Cal documentation standards and SmartCare usage.

  • Develop tools and workflows that improve efficiency.

  • Act as liaison with BHRS regarding documentation expectations, audits and system updates.

Program Leadership & Supervision

  • Lead, supervise and develop direct reports.

  • Provide weekly individual supervision and facilitate regular team meetings.

  • Oversee hiring, onboarding and professional development of direct reports.

  • Lead staff trainings and provide expertise related to behavioral health disabilities.

  • Oversee referrals, service coordination and activities of staff to ensure effective use of resources.

  • Maintain a strong, accountable and mission-aligned team culture.

Contracts, Budget & Administrative Oversight

  • Direct and manage County FSP contracts for Independent Living Skills and Employment services.

  • Build and maintain collaborative relationships with behavioral health funders and County partners.

  • Create and monitor program performance metrics and participant outcomes.

  • Ensure full utilization of Medi-Cal and vocational contracts each fiscal year while proactively managing monthly revenue, expenses and service targets.

  • Track individuals served and manage billable service hours.

  • Support accounting team to submit monthly billing reports.

  • Write annual outcome and narrative reports for BHRS.

  • Collaborate with the CEO and COO to prepare contract proposals and program budgets.

Direct Service & Systems Coordination (Approximately 25%)

To remain grounded in service delivery and integrated with County systems, the Director maintains a limited direct service role.

  • Participate in Behavioral Health administrative and programmatic meetings.

  • Attend FSP clinical meetings regarding referrals, recovery planning and service coordination.

  • Lead two behavioral health groups at ICS.

  • Lead new client intakes and assessments and at times provide case support. 

  • Partner with community and government agencies including Department of Rehabilitation, College of Marin, Social Security, Student Loan programs, Public Guardian and County Jail.

  • Participate in weekly job development meetings and communicate regularly with interdisciplinary care teams.

REQUIRED QUALIFICATIONS

  • California licensure (LCSW, LMFT, LPCC, PsyD or equivalent) in good standing.

  • Minimum of 3 years of experience working within Medi-Cal funded behavioral health systems, including budget writing and management, documentation and compliance oversight.

  • Minimum of 3 years of experience working with people with disabilities, including individuals with complex needs and co-occurring conditions.

  • Minimum 3 years supervising teams.

  • Experience supervising and developing interdisciplinary or direct service teams.

  • Strong written communication skills and ability to produce clinically sound, person-centered documentation.

  • Commitment to partnership, equity, integration and disability justice.
